Quality control over the maintenance work is performed by the senior mechanic in the area;
Maintenance is performed once per calendar month;
Strengthening the reliability control of the operation of the track circuit coding system and shunting on the Tartu-Ropka and Ropka-Nõo sections by monitoring the passage of short passenger trains and individual locomotives on this section once a week.
At the CPTSA – Elron - Estonian Railways Ltd - KLIM joint meeting held at the CPTSA, an "Action plan for clarifying the causes of shunt loss" was agreed upon. Once a quarter, CPTSA - EVR- Elron meetings are held under the leadership of EVR as the owner of the public railway, where the statuses of the activities of the agreed action plan are reviewed and, if necessary, additional improvement activities are agreed upon.
The problem of shunt sensitivity has been discussed at EVR Council and Safety Committee meetings. The EVR council considers it necessary to keep this topic on the agenda of council meetings until the problem has been resolved.
   Recommendation No 4
      The establishment of additions to the regulations must reach every party concerned. The culture of communication affects any real unexpected situation and inhibits the optimal response to a possible emergency if the parties are afraid of being punished for possible irrelevant information exchange.
